| Competences of Council RS for higher education |

As a consultativebody the Council:
- advises the Government of the RS in the
- planning of the development of higher education,
- preparation and adoption of higher - education legislation;
- in cooperation with higher - education institutions and the ministry, responsible for higher education, prepares professional starting points for the design of the national programme <//u>of higher education.
As an accreditation body the Council:
- determines the criteria for
- accreditation and re-accreditation of HEls and study programmes,
- the design and accreditation of joint study programmes (apply the principles on establishing EHEA and other international principles),
- credit assessment of study programmes under ECTS,
- transfers between study programmes,
- recognising knowledge and skills acquired prior to enrolment in the programmeor outside the programme;
- cooperates with foreign accreditation institutions and their experts,
- provides professional opinions an compliance with conditions for the establishment or transformation of a HEI,
- gives consent for study programmes and for changes of their compulsory components,
- gives repeat consent for study programmesat least every seven years (respect the findings from self-evaluation and external evaluation reports).
As an evaluating body the Council:
- attends to the quality of HE and post secondary vocational education,
- determines criteria for monitoring, assessment and assurance of quality in the higher education institutions, study programmes, in science, research, artistic and professional work,
- cooperates with HE and PSVE institutions or bodies for evaluation,
- organizes training of external evaluation committees,
- publishes reports on individual external evaluations,
- gathers and analyses report on self-evaluations and external evaluations,
- performs external evaluation proceedings,
- appoints committees for external evaluations.
As a habilitation body the Council:
- determines the criteria for habilitation procedures of the habilitation senate of the Council,
- gives professional opinion to the criteria of HEls for electing teachers and scientific staff,
- forms a habilitation committee for those who apply for it,
- issues provisions on elections of HE teachers, scientific staff and HE staff,
- gives consent to independent HEls for electing HE teachers, scientific staff and HE staff.

- experts in the field of higher education, science and technology and post secondary vocational education,
- representatives of students, employees and employers.
- 3 rectors of universities,
- the chairman of the Slovenian Academy of Science and Art
